Mulligan holds a unique record: he was the only CO of an Australian tunnelling company who commanded his company from the time it arrived in France until the cessation of hostilities.

Book of Remembrance entry

D.S.O., C. de G. (Belg.), B.E. : Major, 2nd Australian Tunnelling Coy., A.I.F., France. Enlisting in July, 1915, was commissioned to 6th Reinforcements 18th Battn. 16th September, shortly after assisting to form Mining Corps. Sailing with it for England in March, 1916, as Captain No. 2 Coy. and crossing to France, served, mainly in Armentieres and Nieuport sectors, until demobilisation. Promoted major, 1st November, 1916. Awarded D.S.O. 1st January, 1918, being invested by His Majesty the King at Buckingham Palace 23rd February. Also awarded C. de G. (Belgian) and Mentioned in Despatches three times. Early education at Sydney Grammar School.
